Principal GIS Specialist
Mr. Minor’s professional experience involves CEQA/NEPA analysis and document preparation, as well as ESA protocols. He has managed the preparation of a variety of environmental documents for government agencies and private clients including IS/NDs, EIRs and EAs. He has experience with data collection and analysis on the following environmental issues; land use, urban public policy, public services, air quality, recreation, mining, utilities and utility corridors, population and housing, transportation and access, wilderness characteristics, health and safety, geology, wildlife and cumulative impacts analyses. GIS experience includes remote sensing, habitat mapping/modeling, temporal change detection, and data management.

Relevant Experience
Enterprise GIS Management – City of Rialto Public Works, Rialto CA.
The City of Rialto Department of Public Works contracted Geovironment to advanced its GIS capabilities. Geovironment has provided GIS data edits, mobile applications and work order management systems utilizing the City’s ArcGIS Online account. In addition to systems design and implementation, Geovironment provides as-needed analysis and map production. Geovironment is currently implementing a City-wide enterprise GIS, including new servers, data store, web applications, high-accuracy gps receivers, mobile applications, and systems integrations.
Census 2020 LUCA Address Review – City of Menifee, Menfiee, CA.
The City of Menfiee contracted Geovironment to assist with the addresses review and submission for the Local Update of Census Address Operation (LUCA) to ensure the City provided the most current list of addresses for 2020 Census.
GIS Management – Valley Wide Parks and Recreation District, San Jacinto, CA.
Valley Wide contracted Geovironment to manage and advanced its GIS capabilities. GIS Needs Assessment – Valley Wide Parks and Recreation District, San Jacinto, CA.
Valley Wide is one of the largest parks districts in the State. Geovironment has been assisting Valley Wide with a GIS needs assessment in order to convert paper records of parks, medians, utilities, and facilities into a GIS. Currently Valley Wide does not utilize any GIS software or maps. Geovironment has been preparing an inventory of Valley Wide’s data and getting an understanding of what they would like to be able to do with the data in a GIS. Valley Wide has a limited budget for implementation so Geovironment has been working on developing a more cost effective solution while maintaining as many advanced features available in a modern GIS.
March Air Reserve Base General Plan and Environmental Impact Report GIS Maps and Data – March Joint Powers Authority, sub to Ruth Villalobos Associates, Riverside, CA.
Geovironment provided mapping and GIS data management for the March ARB General Plan update and EIR project. Geovironment had to recreate data from the previous consultant and clean up all the figures for inclusion in the General Plan and EIR. The GIS data was converted from shapefiles and PDFs to a geodatabase, tagged with metadata, and included feature class representations for conistent symbology.
